Mr. O'Rourke is a hydrologist and attorney based in Houston who has
worked on numerous civil and criminal environmental prosecutions
for the Texas Attorney General's Office and the
Harris County Attorney's
Office since the early 1970s. As well, he has had a long interest
in alternative energy and energy conservation, having run for the
Texas Railroad Commission, served as an energy spokesman in the Carter
White House, and developed a low-impact hydroelectric project in
California.
