Mr. Cortes is a community organizer and protege of Saul Alinski, and has served as director of the Southwest Industrial Areas Foundation in Austin, founder of Communities Organized for Public Service in San Antonio and Valley Interfaith in south Texas, and leader in many other multi-ethnic efforts that have provided conservation funding, including efforts to bring drinking water, sewer and flood management to poor communities in south Texas, as well as improved education, training and job opportunities.
